Ships are a major source of pollution in Hong Kong and the Pearl River Delta and affect public health. Convened by Civic Exchange, the shipping and port industries, government officials and other key players have been working together since 2008 to clean up and to develop policy across Hong Kong and the Pearl River Delta region. This engagement, combined with scientific understanding and policy development has been an effective way to begin to introduce change

Since 2008, local and regional policy has been focusing in on reducing emissions from ships and port activities. Regulation is the best and fairest way to get maximum emission reductions. Regional governments are considering an Emission Control Area in Hong Kong and the Pearl River Delta.
